Finans released its first ranking of oligarchs" children on September 1, 2007. The annual ranking is based on the magazine"s list of people earning more than a billion dollars, with each parent"s capital divided into the number of children.

Yusuf, the son of Vagit Alekperov, who directly and indirectly owns over 20% in LUKoil, comes first in the magazine"s 2009 list of heirs, with $7.6 billion.
