The drug, worth about $660,000, was seized at a local market in 2007 and has since been kept in a locker in an evidence storage facility.
"When we were told that the heroin was probably stolen, we checked the locker and found out that it indeed was missing," a deputy chief of the local drug control department said.
Police are unable to determine when the drug was stolen.
A criminal case was launched.
