But the measures they take usually prove ineffective. They can limit the access of "suspects" to sports facilities and prevent them from carrying "dangerous items," but they cannot prohibit people from moving in the streets and expressing their protest in their own city.
These problems cannot be resolved with traditional police methods. If we continue to tighten security using classical approaches, there will come a time when people will be prohibited from leaving their homes during mass events, whose participants will be selected in accordance with lists compiled in advance.
